Darien Lambert (Dale Midkiff)and his holographic computer, "Selma"(Elizabeth Alexander), see a news story on television about a mysterious scientist who has developed a way to dispose of radioactive waste. They know instantly that the story is a fraud because Darien and Selma are from the future and no such process ever existed. Darien immediately realizes that the "mysterious scientist" is actually Mordicai Sahmbi (Peter Donat), who is teleporting the nuclear waste to the year 2193.
Selma tells Darien where Sahmbi lives. Darien intends to use a device that will send Sahmbi back to the 22nd century to be retrieved by the police. But Sahmbi is the man who invented thme travel. He has come up with another device to prevent Darien from doing this. Darien's plan is ruined and he is held captive in Sahmbi's penthouse. Sahmbi's bodyguards prepare to throw Darien off the roof.
Fortunately, government agent Annie Knox (Mia Sara) is still suspicious of Darien from a previous encounter and follow him. She and her fellow agents rush into Sahmbi's apartment just in time to save Darien's life. Now that Darien can't simply send Sahmbi back to the future, he and Annie plan the legal work needed to make Sahmbi stop sending the nuclear waste to the 22nd century.
They go to court, but Darien recognizes one of the judgeds as a criminal from 2193 who Sahmbi sent back to the 1990'sbefore Sahmbi's own return. Darien learns that the judge, in spite of a few indiscretions, is basically a good man. Just as the judge is about to announce that Sahmbi has been found guilty, Sahmbi orders one of his men to kill the judge. With quick reflexes, Darien saves the judge's life and the court closes down Sahmbi's operation.
After the trial, the judge askes Darien if he is going to send him back to the future to spend the rest of his life in prison. Darien considers it, but thinks the judge is much more valuable in if he stays in 1993, as an ally to Darien.
